WILLIAM R. STOW III is an experienced senior executive of high-
technology companies with over 20 years of experience in the management
of software development. Mr. Stow founded Starbase in September 1991,
and has served as Chairman, Chief Executive Officer, and/or President of
Starbase during that time. He also currently serves on the Board of
Directors of OpenAvenue Inc. and Escrow.Com, both private Internet
companies. Prior to founding Starbase Corporation, he held various
senior level positions with high-technology companies. During his over
five years at Ashton-Tate (acquired by Borland in 1991), his assignments
included Vice President of Research and Development and Chief Architect.
He was Founder and President of Pearlsoft, whose personal information
manager, Personal Pearl, was the third best selling information
management product in 1984. Mr. Stow began the first retail computer
store in Salem, Oregon, and served as Director of MIS for the Oregon
Legislature, where he designed and implemented a Legislative Information
System, which has been adopted in part by more than 20 other states. He
received a BS in Psychology and Mathematics from Oregon State
