RUSSELL A. BELIVEAU is President of Business Development at MAXIMUS,
Inc. He has a Bachelor's degree in psychology from Bridgewater State
College and an MBA from Boston College University. He is a Vietnam
Veteran; having served four years in the U.S. Navy. Mr. Beliveau spent
10 years working as a data processing professional in both the public
and private sectors. As a DP Project Manager, he worked on the design,
implementation, and operation of large unemployment insurance,
personnel/payroll and welfare eligibility systems. As a senior manager
in government, Mr. Beliveau served five years as the Deputy Director of
the Massachusetts Medicaid. This led to a position as a Senior Executive
at Foundation Health Corporation, a managed care company, headquartered
in Sacramento, California. At Foundation Health, Mr. Beliveau was in
charge of all Government Contracting and Operations. Among other things,
he led the effort to privatize Military Health Care in the states of
California, Hawaii, Texas, Louisiana, Washington and Oregon. This effort
was known as the CHAMPUS Reform Initiative and resulted in contracts
with DoD valued at $1 billion annually. He joined MAXIMUS in early 1995
as the President of the Government Operations Group. In this role, he
was responsible for all the outsourcing and program management efforts
undertaken by the company. In September 1998, Mr. Beliveau was appointed
as the President of Business Development. This new business division at
MAXIMUS has a corporate-wide charter for Marketing Operations, as well
as Government and Investor Relations. Profile
