JULIAN E. KULAS is President and Chief Executive Officer of First
Security Federal Savings Bank. He organized the bank and became its
President in 1964. He has also been a practicing Attorney with the law
firm of Kulas & Kulas since 1958. Mr. Kulas was a Colonel in the U.S.
Army Reserve and Commanding Officer of the 486th Military Intelligence
Detachment, Strategic from 1983 to1990. Prior to 1983 he had various
assignments as executive officer on active duty and in the reserves. He
is Legal Council for the Ukrainian Consulate in Chicago and Legal
Council for the St. Nicholas Ukrainian Catholic Diocese in Chicago. Mr.
Kulas has a BA degree in Accounting from DePaul University and Juris
Doctor from DePaul University Law School. He was admitted to the
Illinois Bar in 1958 and admitted to practice before the United States
Supreme Court in 1960. Mr. Kulas is a graduate of the National Defense
University in Washington, DC, and a graduate of the Defense Intelligence
