ANTHONY HORBAL, Founder and Chief Executive Officer of Ion Health
Holdings, Inc., is a pioneer in aggressively establishing and growing
Medicaid managed care organizations, with a focus on improving access to
high-quality health care for men, women and children, and making a
positive difference in the communities he serves. In 1995, he co-founded
Three Rivers Health Plan, Inc., a Pennsylvania Medicaid HMO, with an
initial capital investment of only $3 million. The company quickly grew
under Mr. Horbal's direction from a startup health plan with no members
in 1995, to a profitable operation in 1999 with more than 120,000
members and annual revenues in excess of $200 million with 10% pretax
profits. Three Rivers reached profitability by its fourth month of
operation and has maintained its profit levels every month thereafter.
The average revenue growth rate during Mr. Horbal's tenure at Three
Rivers was a remarkable 120% per year, and the medical loss ratio for
the same period averaged 80% to 82%, considered to be excellent by
