WILLIAM A. WHATMOUGH is a Portfolio Manager as well as a Principal at
Portfolio Strategies, Inc. (PSI) in Tacoma, Washington. Bill joined PSI
in March, 1995. Prior to that, he spent over fifteen years in the
insurance field as Vice President of Underwriting & Actuarial Services
for a Blue Shield Plan. Among his duties, he was a member of the
Investment Subcommittee of the Board of Directors where he helped to
formulate investment policies and the selection of portfolio managers.
In March 1991, he developed the global asset allocation model now called
FUNDGUARD while at Portfolio Advisors Group (PAG) in Gig Harbor,
Washington, whose assets PSI continues to manage today. He is ranked
number one out 373 balanced money managers based on total return, risk
and consistency for the past 3 and 5 year periods by Money Manager
Review and is listed as one of Nelson's Worlds Best Money Managers. Bill
received his B.S. degree in Mathematics from Hillsdale College,
Hillsdale, Michigan in 1964 and has pursued graduate studies in Finance
and Economics at Pacific Lutheran University. He and his wife Helen have
lived in the Seattle-Tacoma area for 30 years where they enjoy foreign
