FREDERICK SANDVICK has been President, Chairman and Chief Executive
Officer of On-Point Technology Systems, Inc. since January 6, 1996.
Prior to joining On-Point, Mr. Sandvick founded Vanguard Strategies,
May, 1995. He was Executive Vice President and Chief Financial Officer
of Jackpot Enterprises, Inc. from 1990 to1995. Mr. Sandvick was partner
in the San Diego office of J.H. Cohn & Company, a regional public
accounting firm, 1979-1990. Mr. Sandvick was admitted in the State of
California and U.S. District Court for Southern District of California
as an Attorney and Counselor at Law. He has a Diploma of Law in
Taxation, University of San Diego, 1988; Juris Doctor, Cum Laude,
University of San Diego, 1987; Bachelor of Science-Business
Administration Accounting, with Honors with Distinction in Business
