Joann W. Wagner

JOANN W. WAGNER, Chairman, President and CEO of SOS Staffing Services,
Inc., has served on the Board since 1995. In February 1998, Ms. Wagner
was named Chairman and in October 1998, she became CEO and President.
Ms. Wagner has more than 30 years of staffing industry experience and
has served in a variety of executive management roles and on a number of
Boards of Directors. She has added tremendous value toward the execution
of the company’s strategy, which has grown SOS to revenues of over $370
million in 1999, doing business in approximately 150 offices located
throughout 18 states. Ms. Wagner has participated in approximately 70
acquisitions over the past 10 years. Prior to her tenure at SOS, she had
15 years of experience in senior management of publicly traded
companies. Ms. Wagner served as an Officer and Director of the IPO
Interim in 1987 where she was President for over four years. The 15
years earlier were devoted to growing an independent company in Colorado
to be the largest in the Rocky Mountain region, TOPS. Ms. Wagner’s
educational background is in business, which she studied at the
University of Colorado in Boulder. She served as President of the
National Association of Temporary and Staffing Service (NATSS) from 1991
to 1992. Ms. Wagner has served a six-year term on the Board of Directors
and a three-year term on the Executive Committee for NATSS.
