MARC TIPERMAS currently serves as President and COO and as a member of
the Board of Directors of ICF Kaiser International, Inc. He has been
with the firm since 1981. Prior to joining ICF Kaiser, he worked during
the Carter Administration at the U.S. EPA, where he played a key role in
both the legislative development and implementation of the Superfund
Program. As a result of his work at ICF Kaiser and EPA, Dr. Tipermas is
an expert on a wide variety of environmental policies and programs, as
well as in the management of large-scale public and private sector

JAMES O. EDWARDS is Chairman and CEO of ICF Kaiser International, Inc.,
a Fairfax, Virginia-based company that is one of the nation's largest
engineering, construction, and consulting services concerns. Prior to
that, he served as CEO of ICF Incorporated (now a subsidiary of ICF
Kaiser International), where he had been a Principal and Director since
1974._ # Mr. Edwards' background includes more than 20 years of
experience in managing large policy and economic analysis projects in
the areas of environmental safety and health, energy, and
transportation. He also has an extensive background in working with
high-level Executive Department and White House staff, and with
Congressional Committees and staff, senior corporate managers, and
Washington, D.C.-based legal counsel. Mr. Edwards worked for five years
for the federal government. From late 1972 through September 1974, he
was Assistant to the Director of the Office of Management and Budget
(Roy L. Ash). From 1970 through late 1972, Mr. Edwards worked for the
Department of Health, Education and Welfare where he was Deputy
Assistant Secretary for Welfare and Income Maintenance Programs. From
1967 to 1970, Mr. Edwards was a Ford Foundation Fellow working in
Nairobi, Kenya, as a Special Assistant to Dr. Njuguna Gakuo, General
Manager of East African Railways and Harbors. He was an early leader in
the environmental movement and was active in Environmentalists for
Clinton/Gore in 1992. In 1995-96, he co-founded and chaired the DNC
Environmental Leadership Council and served as a vice chair of the 1996
Presidential Gala in Washington, D.C. EDUCATION: 1967 - M.B.A., with
High Distinction, Harvard Graduate School of Business Administration;
George F. Baker Scholar; areas of primary emphasis include industry
economics, international economics, and statistical decision theory.

minor field was chemical engineering. PERSONAL: Mr. Edwards is 54 years
old. He and his wife, Janet, reside in Potomac, Maryland. They have two
