MICHAEL K. PHIPPEN is Chief Executive Officer of Staff Leasing, Inc.,
since July 1, 2000. Mr. Phippen has over 20 years of experience in the
staffing industry. For the past five years he has served as CEO and
President of Westaff, a leading provider of staffing services in the
United States and Europe. Mr. Phippen began his career in the staffing
industry in 1977 at Kelly Services. He was Regional Manager for New
England of Kelly Services, before leaving to start his own staffing
business in Bloomington, Minnesota. He grew this business, which was a
franchise of Westaff, before selling it to Westaff in 1995. At that
time, he joined Westaff as its Executive Vice President and in 1998 was
named President and Chief Executive Officer, where he served until May
of this year. His focus at Westaff was on growing the sales organization
