MICHAEL L. STAINES has been the Chief Operating Officer and
Managing Board Member of Atlas Pipeline Partners, LP, since its
formation in 1999 and was named President in 2000. Mr. Staines
has been a Senior Vice President of Resource America, Inc., the
parent company of APL's general partner, since 1989, also serving
as RAI's Corporate Secretary from 1989 to 1998. Mr. Staines has
over 20 years' experience in the energy industry, having held
various positions with the Sun Company, Buckeye Pipeline and
private energy investment firms. Mr. Staines is a member of the
Independent Petroleum Association of America and holds a BS in
Materials Science from Cornell University and an MBA in Finance
from Drexel University. He has been a two-time United States
Olympic Rowing Team member, winning a Silver medal in 1976. Profile

initial public offering, but the asset that primarily makes
