James C. Garrett

JAMES C. GARRETT is the President and CEO of ECC International Corp.
headquartered in Orlando, Florida. Prior to joining ECC in June of 1998,
he was the Vice President and General Manager of Raytheon E-Systems
Communication Division in St. Petersburg, Florida. Dr. Garrett joined E-
Systems in August 1991 from Rockwell International, where he last served
as Vice President and General Manager at the Command and Control Systems
Division of Rockwell Defense Electronics in Dallas, Texas. During his
career at Rockwell, Dr. Garrett held engineering positions of increasing
responsibility and was program manager and program director for several
defense communications products and systems. Dr. Garrett received a
bachelor’s degree in electrical engineering from Oklahoma State
University. He received a master’s degree from Southern Methodist
University and a Ph.D. from Oklahoma State University, both in the field
of electrical engineering. Dr. Garrett is a member of the Institute of
Electrical and Electronics Engineers, Navy League, Armed Forces
Communications and Electronics Association and a member of AFCEA’s Long
Range Planning Committee.
