WILLIAM C. McGINNIS is President and Chief Operating Officer of National
Technical Systems, Inc., and is also a member of the Board of Directors.
Mr. McGinnis is responsible for planning, organization, budgeting and
directing all management and operational activities for NTS and all its
subsidiaries. He establishes overall strategic initiatives and growth
goals for the company, as well as managing M&A and investor relations
activities. Mr. McGinnis is a focused and decisive leader with a solid
track record of optimizing revenue, profit and competitive edge. He is a
respected professional with a well-rounded leadership style known for
overcoming challenges, building consensus and motivating teams to peak
performance. He began his career with NTS in 1980 as a Senior Dynamics
Test Engineer. Other positions held throughout his tenure at NTS include
Operations Manager, Division Manager, Eastern Operations, Executive VP,
Eastern Operations, and Director, New Ventures Group. Mr. McGinnis holds
a BS in Mechanical Engineering from the University of Lowell,
Massachusetts (1979). He is a member of the American Council of
Independent Laboratories, Institute of Environmental Sciences and TEC,

LLOYD BLONDER is Senior Vice President, Chief Financial Officer and
Treasurer of National Technical Systems, Inc. Mr. Blonder is responsible
for corporate finance, accounting and treasury, directing all aspects of
finance for the company. Mr. Blonder has been with NTS since 1983 when
he was hired as the CFO. Prior to that, he was CFO of Bishop Graphics,
Inc., a manufacturer and worldwide distributor of products used in the
creation of printed circuit boards. Bishop also owned three retail
engineering supply centers. Subsequent to that, Mr. Blonder was on the
corporate staff as a Group Controller with Monogram Industries which was
a small conglomerate in the real estate development business coupled
with being a major supplier of aerospace and commercial aircraft
products. He holds a BS in Business Administration from California
State, in Los Angeles. He is a Certified Public Accountant with the
State of California, a member of the American Institute of Certified
Public Accountants and belongs to the California Society of Certified
