STEVEN A. ELMS, Chairman of Oculex Pharmaceuticals, Inc., is a
Managing Director of the Perseus-Soros BioPharmaceutical Fund.
For five years prior to joining Perseus-Soros, Mr. Elms was a
Principal in the Life Science Investment Banking group of
Hambrecht & Quist (now J.P. Morgan H&Q). During his five years at
H&Q, Mr. Elms was involved in over 60 financing and M&A
transactions, helping clients raise over $3.3 billion in capital.
Additional healthcare sector experience includes sales and
marketing with Marion Laboratories and consulting for The
Wilkerson Group. Mr. Elms also serves as a director of other
Perseus-Soros portfolio companies. He received an MBA from
Northwestern's Kellogg Graduate School of Management and a BA in

DAVID A. WEBER, PhD, has served as Executive Vice President for
Oculex Pharmaceuticals, Inc. since 2000. Prior to joining Oculex,
Dr. Weber was Vice President, Research and Development at Oral-B
Laboratories, where he oversaw worldwide product development,
regulatory, and clinical operations for both professional and
consumer medical device and drug products. Previously, Dr. Weber
was a Senior Scientist in Health Care Product Development at The
Procter & Gamble Company, with responsibilities for both ethical
and consumer pharmaceuticals. Dr. Weber received his BS and MS
degrees in Biological Sciences from Wichita State University and
