J.J. FINKELSTEIN was named President and Chief Executive Officer of
Regenerx Biopharmaceuticals, Inc., in 2002. He has been an executive in
the bioscience industry for the past 21 years and a founder of three
biomedical companies. For the past three years he has managed RegeneRx
Biopharmaceuticals, a turnaround biotech venture. During his career Mr.
Finkelstein has raised over $36 million in capital for his companies
through numerous private and public equity financings. From 1989 through
1996, Mr. Finkelstein was the President and Chief Executive Officer of
Cryomedical Sciences, Inc., a startup medical device company. During his
tenure, Cryomedical developed, manufactured and marketed the first
minimally invasive cryosurgical system for the treatment of prostate and
liver cancer. Mr. Finkelstein was responsible for financing the
company's startup, obtaining FDA clearance for product marketing,
building a research and manufacturing facility and developing in-house
national sales and service teams. In its first four years on the market,
the CMS AccuProbe accumulated over $35 million in sales in the US. Mr.
Finkelstein is a co-author of several published papers on minimally
invasive cryosurgery, a co-inventor of three US patents related to
cryosurgery, and has testified before the U.S. House of Representatives
Technology Subcommittee on FDA reform. He was named Vice Chairman of the
Board of Directors of MdBio, Inc., a private non-profit organization
promoting bioscience growth in the State of Maryland and serves on the
Boards of other bioscience companies. Mr. Finkelstein received his BBA
