David A. Volpe, CFA, is Deputy Chief Investment Officer at Emerald Advisers, LLC. Earlier, Mr. Volpe was First Deputy City Controller for the City of Philadelphia. He also was Chief Investment Officer of the Philadelphia Gas Works Pension System. Mr. Volpe received a B.A. degree in political science from Potsdam College and a master’s degree in public administration from Penn State University.
