HARVEY P. WHITE is Chairman and CEO of Leap Wireless International, Inc.
Before starting Leap, Mr. White was a co-Founder and Director of
QUALCOMM Incorporated, from its inception in July 1985 until September
1998. At QUALCOMM he was the Executive Vice President, COO, until
appointed as President in 1992. He transitioned to Vice Chairman in July
1998 prior to leaving QUALCOMM to head Leap, which was spun off into an
independent company in September 1998. Prior to QUALCOMM, Mr. White was
Executive Vice President, COO and Director of Linkabit Corporation (M/A-
COM Linkabit after 1980), another San Diego-based communications
company. His earlier experience included Group Vice President of
Industrial Systems at Rohr Industries, Inc., ownership of distribution
firms and financial, operations and systems positions at Raytheon,
Whittaker and TRW. He holds a BA in economics from Marshall University.
Mr. White serves on the Boards of Applied Micro Circuits Corporation
(AMCC), Cibernet Corporation, The San Diego Regional Economic
Development Corporation (EDC), Verance, Incorporated and various
