DAVID C. KARLGAARD is a co-Founder of PEC Solutions, Inc., and currently
serves as the company's Chairman of the Board of Directors, Chief
Executive Officer and President. Dr. Karlgaard has over 30 years of
technical and managerial experience in the information sciences
industry. He was employed for several years as an electrical engineer at
various US government research laboratories, and he served for nearly a
decade as an electrical engineer and executive at Computer Sciences
Corporation. In 1985, he and his two partners, Paul Rice, Chief
Operating Officer, and Alan Harbitter, Chief Technology Officer, founded
PEC Solutions. In April 2000, Dr. Karlgaard and his partners launched
PEC Solutions as a publicly traded company on the NASDAQ Stock Exchange.
Dr. Karlgaard's technical education includes a BS in Mathematics and
Physics from the University of Wisconsin, an MS in Mathematics from
Michigan State University and a PhD in Electrical Engineering and
Computer Science from The George Washington University. His management
education includes an MBA from The Wharton School of the University of
Pennsylvania. Dr. Karlgaard is also an Adjunct Professor at The George
